How council-funded care works in England

Part of Care choices

In England, the council first assesses care needs, then a financial assessment works out how much, if anything, the person contributes. The thresholds change, so always check your council's current information.

Step one: needs assessment

The council looks at what the person needs help with and whether those needs meet national eligibility criteria.

Step two: financial assessment

If eligible, the council considers income and savings. Some things, such as the home in certain situations, may be disregarded. Ask the council to explain what applies.

Step three: a care and support plan

The plan sets out the support and any personal budget. People can often choose a direct payment to arrange their own care.
